Climate Resilience and Adaptation Implementation Strategy

About the initative

On March 20, 2023, the Montgomery County Green Bank (MCGB) was provided with authority to conduct resilience activities for the County (Bill 3-23). Through innovative financing and capacity-building initiatives, the main goal of MCGB’s Resilience and Adaptation Implementation Strategy, “Protecting the Path to Net Zero” (PPNZ), is to drive action on:

  1. Pre-event Action: anticipate, plan and prepare, reduce or manage risk, avoid.
  2. Damage Limitation: Bounce back, recover, accommodate, absorb, cope, minimize loss or cost, survive, persist, maintain.
  3. Change: Adapt, transform, learn, reorganize.

Our Strategies: A Two-Pillar Approach

We focus on two key resilience pathways

PPNZ aims to unlock opportunities on climate resilience and adaptation while supporting partners in programmatically managing and mitigating climate risks and fostering community well-being.

1. Physical Resilience Strategy (PRS)

Focus on climate risk reduction, water management, and community well-being and health improvement.

2. Energy Resilience Strategy (ERS)

Enhancing grid resiliency while promoting investments that addresses reliability improvements during electrical service disruptions due to climate change.

  • Pilot: Unlocking rapid catalytic capital to test concepts that accelerate resilience initiatives.
  • Education & Awareness: Deliver climate resilience-related training programs tailored to the needs of Green Bank partners.
