About the Project:
The Housing Opportunities Commission of Montgomery County (HOC) is spearheading the development of Hillandale Gateway, an all-electric, multi-building, mixed-use, and mixed-income community that will offer a welcoming, multigenerational environment. This ambitious project will feature two residential buildings, providing a total of 463 units. The first building, dedicated to residents aged 62 and older, will offer 155 fully affordable units, while the second building, open to all ages, will provide 308 units, including 93 affordable homes.
Both residential buildings at Hillandale Gateway will be constructed to meet rigorous Passive House and LEED-H Platinum standards, prioritizing energy efficiency and sustainability. The age-restricted building will achieve Zero Net Energy through the installation of approximately 1.2 MW of solar power on-site. Beyond rooftop solar, the development will be fully electric, equipped with EV charging infrastructure, and include a neighborhood resiliency hub to support community resilience and sustainability.
Financing Details
The project’s total financing of $303 million in the form of private and public debt as well as other sources including over $52 million in Low Income Housing Tax Credit (LIHTC) Equity, $16 million in Montgomery County Housing Initiative Funding (HIF), $10 million in Montgomery County Green Bank financing and more than $2.5 million in state grants.

Deployment of up to $10,000,000 into two mezzanine loans to provide financing for the net-zero, affordable, passive multi-family buildings in the Hillandale Gateway development.
