Montgomery County, MD (April 14, 2026) – The Montgomery County Green Bank (MCGB) has launched a Permitting & Code Compliance Assistance Pilot under its Technical Assistance Program (TAP). The pilot provides structured technical assistance to support compliance with Montgomery County’s evolving energy and green building codes and to advise on opportunities to enhance building performance and resiliency in furtherance of the County’s climate goals.
As energy and green building standards advance, projects are subject to increased documentation, modeling, and verification requirements. This pilot supports contractors and property owners in preparing complete, code-aligned submissions and identifying performance improvement opportunities prior to permit review.
“The introduction of this pilot reflects our commitment to helping the market keep pace with evolving energy and building standards,” said Stephen Morel, Chief Executive Officer. “By providing targeted technical assistance, we are supporting better-prepared projects that not only meet code requirements but also advance building performance and resilience in line with the County’s climate goals.”
The pilot:
- Supports alignment with applicable energy and green building codes
- Strengthens technical documentation and submission readiness
- Identifies opportunities to improve building performance and resiliency
- Enhances overall project preparedness
The program does not modify regulatory standards, provide preferential treatment, or guarantee permit approval. All projects remain subject to County review and compliance determinations.
Participation is available to approved MCGB vendors and property owners undertaking eligible building improvement projects in designated areas.* Property owners may apply for the pilot through the MCGB website.
*Gaithersburg and Rockville City property owners are ineligible for this pilot.
