Montgomery County, MD (April 30, 2026) – The Montgomery County Green Bank (MCGB) has issued a letter to the Montgomery County Council urging continued funding in the FY27 budget, citing the organization’s role in lowering costs for residents, supporting small businesses, and attracting private investment.
In the letter, MCGB highlights that proposals to reduce or eliminate funding would undermine a key financial tool that delivers measurable economic and community benefits. As of March 31, 2026, MCGB has catalyzed more than $340 million in total investment by leveraging approximately $64.6 million in public funding, a ratio of over 4:1. These investments have supported more than 6,000 households, including 4,500 low- to moderate-income residents, generated over $12 million in annual energy savings, and supported 2,854 jobs.
Additionally, MCGB’s Technical Assistance (TA) Program includes more than 30 technical service providers offering heavily discounted, and in some cases free, feasibility studies, ASHRAE energy audits, interconnection studies, energy benchmarking and data verification, permitting services, and other technical support. The program has demonstrated that MCGB supported projects create jobs for local installers and contractors while benefiting the broader community.
“As the Council considers the FY27 budget, it is important to recognize the critical role of MCGB as a financial engine that multiplies public dollars by attracting investment, strengthens resilience, reduces long-term fiscal risk, and lowers the cost of living for working families,” said Stephen Morel, Chief Executive Officer of the Montgomery County Green Bank. “Reducing funding would limit our ability to deliver real, measurable savings to residents and businesses at a time when energy costs are rising.”
MCGB programs finance energy efficiency, electrification, solar, and resilience projects that reduce utility costs for residents and businesses. These savings are often immediate and provide a durable alternative to temporary subsidies, particularly as energy prices continue to rise.
The organization expressed appreciation for the Council’s continued engagement and reaffirmed its commitment to working collaboratively to ensure the FY27 budget supports long-term affordability, economic stability, and climate resilience for Montgomery County.
