Montgomery County, MD (July 30, 2026) – As the Montgomery County Green Bank (Green Bank) prepares to celebrate its 10th anniversary, the organization is pleased to welcome three new members to its Board of Directors, David Godschalk, Bob Hambrecht, Dia Martin, to help guide the next decade of impact. The new Board members will begin their terms effective July 2026, bringing expertise in finance, renewable energy, affordable housing, and clean energy investment.
“Celebrating 10 years of impact is an important milestone for the Green Bank and an opportunity to look ahead to the next decade,” said Marcene Mitchell, Chair of the Montgomery County Green Bank Board of Directors. “As we welcome David, Bob, and Dia to our Board, their combined expertise in investment strategy, structured finance, accounting, affordable housing, renewable energy and sustainability will strengthen our ability to expand equitable clean energy investments in Montgomery County.”
David Godschalk is an independent attorney and consultant who works with for-profit, nonprofit, and government organizations in renewable energy, affordable housing, community development, and sustainability transactions, with a focus on tax credit and project finance. Previously, he served as general counsel for a national affordable housing and community development firm and has represented clients on public finance, affordable housing, and energy transactions and regulatory matters. David holds a Master of Public Administration from the Harvard Kennedy School of Government, a Juris Doctor, and a Bachelor of Arts from the University of North Carolina.
Bob Hambrecht is a Director in the Renewable Energy Practice at CohnReznick LLP, where he advises renewable energy developers, owners, operators, and strategic investors. With more than 28 years of experience in assurance services and business advisory support, he brings deep financial expertise to the Board. Bob is a Certified Public Accountant (CPA) and holds a Bachelor of Science in Accounting from the State University of New York at Fredonia.
Dia Martin, CFA, is an investment executive with more than 20 years of experience in investment strategy, structured finance, and innovative financing. She has originated more than $1 billion in investments across infrastructure, healthcare, financial services, agriculture, and energy, working with public and private sector partners. Dia holds a Master of Business Administration from the Wharton School of the University of Pennsylvania, a Master of Arts in International Relations from the Johns Hopkins University School of Advanced International Studies (SAIS), and a Bachelor of Science in Finance from Hampton University.

Since 2016, the Green Bank has mobilized more than $380 million in clean energy investment, expanding access to equitable and sustainable financing solutions. The Board’s leadership plays a critical role in shaping the future of innovative financing solutions for Montgomery County.
