New initiative strengthens Montgomery County’s resilience finance strategy by advancing project development, financing readiness, and implementation-ready resilience investments.
ROCKVILLE, MD (July 16, 2026) — The Montgomery County Green Bank (MCGB) today announced the launch of its Municipal Resilience Program (MRP), developed in partnership with Quantified Ventures (QV) and The Nature Conservancy (TNC), the MRP is a project development and financing readiness initiative designed to strengthen MCGB’s resilience finance strategy by identifying investable resilience projects, advancing financing innovation, and building a pipeline of implementation-ready resilience investments.
Montgomery County, like communities across Maryland, faces increasing risks from flooding, extreme heat, drought, and other climate-related hazards. While many local governments have completed resilience planning efforts, moving projects from planning to implementation often requires additional project development, stakeholder engagement, technical analysis, and financing readiness before projects can successfully compete for funding or attract investment.
The Municipal Resilience Program addresses this market challenge by combining the nationally recognized Community Resilience Building (CRB) process with structured project development and financing readiness support. Participating municipalities will identify priority resilience investments, evaluate implementation pathways, strengthen project readiness, and help advance innovative resilience finance approaches that accelerate implementation.

Through strategic partnerships, we are strengthening Montgomery County’s resilience finance strategy while creating models and lessons that can benefit communities across Maryland.”
The initial cohort will include approximately two to three municipalities. Selected communities will complete the Community Resilience Building process, review a Summary of Findings Report, and receive project development and financing readiness support designed to position priority resilience projects for future implementation.
The program brings together organizations with complementary expertise. MCGB serves as program sponsor and resilience finance advisor; Quantified Ventures provides project development and financing readiness support; and The Nature Conservancy leads the Community Resilience Building process, community engagement, and resilience planning methodology. The program was developed in consultation with State resilience partners.
