Climate Resilience and Adaptation Implementation Strategy

About the initative

In 2023, Montgomery County expanded the Montgomery County Green Bank’s (Green Bank) authority to include physical climate resilience, leading to the launch of Protecting the Path to Net-Zero (PPNZ)—a strategy that combines technical assistance, financing, and measurable risk reduction.

In March 2026, the County Council passed Bill 2-26, enabling the Green Bank to use existing fuel-energy tax revenues to scale investments in climate resilience and adaptation.

2. Energy Resilience Strategy (ERS)

Enhancing grid resiliency while promoting investments that addresses reliability improvements during electrical service disruptions due to climate change.
